2022-2023 (Junior):
As a junior, Proctor opened his season at the Bison Opener with a 200 meter dash personal best running 23.60. Proctor would break his own program record in the 60 meter hurdles running 8.44 and finishing 3rd. At the Kaye & JJ Smith Invitational, Proctor would once again better his own record running 8.42 to win the meet. At the Coach I Open, Proctor would take wins in the 60 hurdles (8.61) and in the 4x200 meter relay (1:33.61). Proctor would set another 60 meter hurdle record at the Mini-Dip Invitational where he won in a time of 8.32. He would also get a personal best 60 meter dash running 7.23. At the Blue & White Invite, Proctor would win the 60 hurdles in a time of 8.61. Proctor would once again break his program 60 meter hurdle record, and the Centennial Conference record at the Navy Select running 8.30 and winning the event. At the Larry Sharpe Memorial Indoor Invitational Proctor would in the 55 hurdles (7.90) and the 4x200 (1:35.62). At the 2023 Centennial Conference Indoor Championships, Proctor would place 2nd in the 60 meter hurdles running a time of 8.37. He would also place 8th in the 60 meter dash running 7.28.

2021-2022 (Sophomore):
As a sophomore, Proctor opened his year with a season best 200 meter dash with a time of 24.16 at the diplomat open. At the Mini-Dip Invitational Proctor would break the program record in the 60 meter hurdles running a time of 8.56, placing 2nd. He would follow with a win at the Frank Colden Invitational in the 60 meter hurdles with another 8.56. At the Kenneth Giles Norfolk State Invitational, Proctor would run a season best 60 meter dash with a time of 7.62. Proctor would set the program record in the 55 hurdles at the Kutztown Last Chance Qualifier, running a time of 7.89 and placing 2nd. He also ran a personal best 55 meter dash with his time of 6.89. At the 2022 Centennial Conference Indoor Championships, Proctor would break his own record in the 60 meter hurdles running 8.44. This time was good enough to place 1st in the event. Proctor would finish 2nd as part if the 4x200 team running 1:33.12. He also ran the 200 in a time of 24.18, placing 21st.
